Requires a $50 initial application fee plus $10 annual renewal fee, in addition to standard registration fees

Deposits collected fees into a "Support the Arts Fund" after MVC administrative costs, with proceeds distributed to the New Jersey State Council on the Arts

Prohibits use of state or public funds for initial program costs; requires the State Council on the Arts to contribute up to $25,000 in non-public funds and submit at least 500 completed applications before production begins

Program becomes inoperative until funding and application requirements are met, and expires 12 months after enactment if conditions remain unsatisfied
