Establishes the "Compassion for Community Cats Fund" within the Department of Health, funded by dog licensing fees ($0.20 per license), civil penalties up to $1,000 for violations, legislative appropriations, and investment returns.

Requires all cats released for adoption from shelters, pounds, or rescue organizations to be spayed or neutered, with exceptions for cats under two months old, those with health conditions preventing surgery, or cats being transferred to foster homes or other facilities.

Defines "community cat" as an outdoor-living cat with no known owner and specifies that community cat caregivers providing food, water, or shelter are not considered legal owners of these animals.

Authorizes grants to municipalities and counties to establish trap-neuter-vaccinate-return (TNVR) programs for community cats, including ear-tipping for identification.

Expands eligibility for the existing Animal Population Control Program's low-cost sterilization services to include community cat caregivers who participate in public assistance programs such as SNAP, Medicaid, WIC, or Section 8 housing assistance.
