Owners of multiple dwellings with three or more floors (excluding co-ops) must grant priority status to senior citizens and mobility-disabled residents seeking to move to lower-floor units with the same number of bedrooms.

Qualifying residents receive right of first refusal over both outside applicants and non-qualifying current residents seeking lower-floor units.

Existing affordability requirements, targeting requirements, and income restrictions for the building remain in effect and cannot be displaced by this priority system.

Building owners must post signage in the same location as the certificate of registration informing residents about the priority status program for qualifying residents.
