Creates the "Pretrial Partnership for Community Support and Services Pilot Program" in New Jersey to provide community-based support services to certain defendants awaiting trial

Allows courts to order defendants to undergo biopsychosocial assessments and participate in treatment services through approved pretrial community support providers as a condition of pretrial release

Requires the Pretrial Services Program to consider releasing eligible defendants to approved pretrial services providers as part of their risk assessment recommendations to courts

Adds successful completion of the pilot program and compliance with its conditions as a mitigating factor that courts may consider when determining sentences for convicted defendants

Amends existing pretrial detention hearing procedures to allow courts to consider whether defendants are participating in the program's treatment and responsive services when making release decisions
