Extends tuition-free benefits (up to 16 credits per semester) at New Jersey public higher education institutions to children and surviving spouses of U.S. Armed Forces members who died on active duty, expanding beyond the current coverage of only New Jersey National Guard families.

Provides eligible students with a monetary award equal to 10 percent of tuition costs for non-tuition expenses including housing, dining, fees, and supplies.

Requires recipients to apply for all available state, federal, and VA educational benefits (including Post-9/11 GI Bill benefits) before receiving the tuition waiver.

Takes effect immediately and applies starting with the first full academic year following enactment.
