Creates a 15-member "College Child Care Advisory Commission" in New Jersey, including the Secretary of Higher Education, Commissioner of Education, four legislative appointees, and nine Governor appointees representing educators, child care providers, and a college student parent.

Commission must organize within 60 days of the bill's effective date and compile statistics on college students using licensed child care centers, preschool programs, Head Start programs, and family child care providers.

Duties include reviewing existing child care programs and grants available to college students, promoting partnerships between higher education institutions and child care providers to use campus facilities, and examining successful models from other states.

Office of the Secretary of Higher Education will provide administrative and professional staff support for the commission's work.

Final report with findings and recommendations due to the Governor, Legislature, and all higher education institution presidents within one year of organizing, after which the commission expires.
