Repeals New Jersey's one-handgun-per-month purchase restriction by deleting paragraph (7) from N.J.S.2C:58-2, which previously prohibited dealers from delivering more than one handgun to any person within a 30-day period

Eliminates the existing exemptions to the one-handgun limit that had applied to law enforcement officers, licensed collectors of curios and relics, transfers among dealers and manufacturers, handgun exchanges within 30 days, and superintendent-approved exemptions

Amends N.J.S.2C:58-3 concerning handgun permits and firearms purchaser identification cards, retaining all other existing requirements for handgun purchases including permits, background checks, and waiting periods
