Creates new motor vehicle registration categories for "street rods" (vehicles manufactured before 1948 or built to resemble pre-1949 models that have been altered from original design) and "custom vehicles" (vehicles at least 25 years old from model years after 1948 that have been modified or built from non-original parts).

Requires owners to certify in writing that registered street rods and custom vehicles will not be used for general transportation, but may be used for occasional transportation, exhibitions, club activities, parades, and tours.

Establishes special license plates for these vehicles with a $50 initial fee plus $10 annual renewal fee, with design to be developed in consultation with the National Street Rod Association.

Exempts registered street rods and custom vehicles from regular state vehicle inspections and from requirements to add equipment not mandated for the vehicle's listed model year.

Permits street rods and custom vehicles to use "blue dot tail lights" (red lamps with blue or purple inserts not exceeding one inch in diameter) as rear reflectors, turn signals, or stop lamps.
