Removes the requirement under P.L.2017, c.283 for surgical practices to obtain licensure as ambulatory care facilities from the New Jersey Department of Health

Requires surgical practices to instead register with the Department of Health within one year of the bill's effective date

Registration requires surgical practices to obtain either federal CMS certification as an ambulatory surgery center or accreditation from recognized bodies including the American Association for Accreditation of Ambulatory Surgery Facilities, Accreditation Association for Ambulatory Health Care, or Joint Commission

Surgical practices licensed as ambulatory care facilities remain exempt from the ambulatory care facility assessment, unless they expand to add additional operating rooms

Removes the current moratorium that prohibits the Department of Health from issuing new registrations to surgical practices
