Designates the portion of State Highway Route 35 in Laurence Harbor, New Jersey (milepost 45.37 to milepost 47.26) as the "James Francisco and Walter Schmidt Memorial Roadway."

Honors James Leonard Francisco, a U.S. Army Private First Class and Purple Heart recipient who was killed in action in Vietnam on February 5, 1969, and Walter James Schmidt, a U.S. Army Specialist 4 who received the Silver Star and Purple Heart before being killed in action in Vietnam on November 8, 1966.

Prohibits the use of state or public funds for producing, purchasing, or erecting the memorial signs.

Authorizes the Commissioner of Transportation to accept private gifts, grants, or financial assistance from non-governmental sources to fund the signage costs.

Requires an agreement with a responsible party to cover all costs of producing, purchasing, erecting, and maintaining the signs before work may proceed.
