Prohibits the New Jersey Board of Public Utilities (BPU) from hiring third-party consultants who have worked for or contracted with a public utility or public utility holding company within 365 days of the contract approval date

Requires third-party consultants hired by the BPU to disclose a list of all public utilities they have contracted with during the prior three years

Mandates that the disclosure list be published on the website of each public utility named, in a format determined by the BPU

Defines "third-party consultant" as any individual or private entity contracted by the BPU to prepare reports on behalf of the board

Takes effect immediately upon enactment, with the BPU required to adopt implementing rules and regulations
