Directs the New Jersey Department of Environmental Protection to establish a pilot program providing grants for water quality improvement, flood control, and stream restoration projects to counties and municipalities.

Funds three projects at comparable costs distributed across southern, central, and northern New Jersey, with eligible activities including stream cleaning, bank stabilization, dredging, floodplain restoration, pervious surface installation, and native plantings.

Allocates $1 million for the pilot program from the Global Warming Solutions Fund, specifically from moneys designated for stewardship and restoration programs.

Requires the Commissioner of Environmental Protection to submit a report to the Legislature one year after enactment summarizing completed projects, costs, and recommendations for future legislative or administrative actions.

Projects must comply with existing environmental regulations and cannot alter historic stream bed depths, obstruct water flow, reduce slope stability, or harm threatened or endangered species habitat.
