Establishes a statewide random auditing program administered by the Commissioner of Labor and Workforce Development to inspect employer compliance with E-Verify requirements.

Imposes civil penalties of $100 to $1,000 per violation for failing to use E-Verify, with first-time violators receiving a 72-hour grace period to comply before penalties apply.

Prohibits employers from intentionally or knowingly employing unauthorized aliens, with first-time "knowing" violations resulting in a 3-year probationary period and potential business license suspension up to 10 days, and first-time "intentional" violations resulting in a 5-year probationary period and minimum 10-day license suspension.

Mandates permanent revocation of all business licenses for any employer who commits a second violation of employing unauthorized aliens during a probationary period.
