Prohibits employers from requiring employees or prospective employees to enter into training repayment agreements (TRAPs) as a condition of employment

Declares any training repayment agreement void and unenforceable, releasing employees from payment obligations under such agreements

Defines training repayment agreements as contracts requiring employees to repay employers or third parties for training costs if they leave employment, whether voluntarily or involuntarily

Excludes from the prohibition: cash advances, equipment purchases/leases, educational sabbatical leave contracts, and agreements made through collective bargaining

Violations subject to penalties under existing New Jersey wage and hour law, including civil actions by employees and protections against employer retaliation
