Mandates audio recording of all prearranged rides from pickup to drop-off, with optional video recording available to drivers and riders

Expands the list of disqualifying offenses for TNC drivers to include fraud, theft, domestic violence, harassment, and stalking convictions

Establishes a zero tolerance policy requiring TNCs to investigate complaints of assault, sexual assault, kidnapping, robbery, or homicide against drivers or riders within seven business days

Prohibits drivers and riders from sharing or renting authorized driver profiles and bars TNCs from altering user-assigned ratings except when motivated by bias or fraud
