Creates a seven-member New Jersey Transportation Consolidation Task Force to evaluate merging NJ Transit Corporation, NJ Transportation Trust Fund Authority, NJ Turnpike Authority, South Jersey Transportation Authority, and Department of Transportation into a single independent agency.

Task force membership includes two Governor-appointed transportation policy experts (one from NJIT, one from Rutgers), one Governor-appointed public finance expert, and four legislative appointees from Senate President, Assembly Speaker, and minority leaders.

Members must be appointed within 30 days of the bill's effective date, serve without compensation but receive expense reimbursement, and organize within 30 days after four members are appointed.

Report due within 12 months must analyze legal issues including bond covenants and labor matters, operational efficiencies, cost savings opportunities in areas such as purchasing, legal services, engineering, debt restructuring, and employee benefits, plus impacts on State credit rating.

Final deliverable must include a legislative proposal for the consolidated agency's organizational structure, governance board, and professional executive director position.
