Eliminates eligibility for undocumented immigrants to receive in-State tuition rates at New Jersey public institutions of higher education, requiring students to be U.S. citizens or eligible noncitizens under federal law (20 U.S.C. s.1091)

Repeals P.L.2018, c.12, which currently allows undocumented students meeting certain criteria to access State student financial aid programs

Removes the existing provision allowing undocumented students to qualify by filing an affidavit stating they have applied or will apply to legalize their immigration status

Preserves in-State tuition benefits for students holding T or U visas (trafficking/crime victims) and dependents of H-1B, O-1, or O-2 visa holders who meet residency requirements

Maintains existing requirements that students must have attended New Jersey high school for three or more years and graduated from a New Jersey high school or received equivalent diploma
