State agencies must submit a written business case to the Office of Information Technology for any IT project exceeding $2.5 million in value, at least 30 days before requesting funds or issuing procurement documents.

Business cases must include the business need description, project budget, operational impact estimates, review of available options, public benefits outline with timeframes, risk analysis, and change management assessment.

Change management plans are required for IT projects exceeding $2.5 million, involving two or more state agencies, or significantly changing existing service delivery business processes.

Change management plans must contain stakeholder analysis, operational impact analysis, change risk assessment, sponsor identification, implementation optimization plan, and work plans for communication, coaching, and training.

The Office of Information Technology must consult with the Division of Purchase and Property and Division of Revenue and Enterprise Services to report findings and recommendations to the Office of Management and Budget.
