NJ Transit must establish a three-year pilot program partnering with transportation network companies (TNCs like Uber/Lyft) in Bergen, Morris, and Middlesex counties to provide rides to transit facilities on workdays.

Eligible riders must be residents of the three participating counties and will pay a flat rate determined by NJ Transit in consultation with contracted TNCs, with potential reduced fares for veterans and senior citizens.

Riders who use the TNC pilot program to reach a transit station will receive a reduced fare on NJ Transit bus, rail, or light-rail service upon showing proof of participation.

NJ Transit must coordinate service areas with county commissioners, transportation management associations, and providers of Jobs Access/Reverse Commute and Enhanced Mobility programs to ensure coverage where transit service is unavailable.

Annual reports to the Governor and Legislature are required, including ridership data, participant satisfaction, costs/savings, and recommendations on whether to expand, modify, discontinue, or permanently adopt the program.
