Prohibits driving a motor vehicle with tinted material on the windshield or front side windows (left and right of driver), except for the top six inches of the windshield, above the AS-1 marking, or as authorized by existing medical exemption law (P.L.1999, c.308).

Requires passenger automobiles and noncommercial trucks to pass a window tint compliance inspection in addition to existing emissions inspections to receive a certificate of approval.

Adds window tint inspection as a mandatory component of the state vehicle inspection program conducted at official or licensed private inspection facilities.

Takes effect on the first day of the third month following enactment.
