Directs the New Jersey Commissioner of Veterans Affairs to enter into agreements with law firms to provide free federal appellate litigation services to disabled veterans seeking VA disability compensation.

Eligible veterans must have a net worth under $2 million and representation covers appeals to the U.S. Court of Appeals for Veterans Claims following adverse Board of Veterans' Appeals decisions.

Participating law firms must have at least 10 years of experience in veteran benefits law, a principal attorney admitted to practice before the Veterans Claims court with at least 300 case appearances, and maintain a physical office in New Jersey.

The Commissioner must establish agreements with law firms across northern, central, and southern regions of the state and coordinate outreach with veteran service organizations.

Takes effect July 1, 2026.
