Creates the Affordable Housing Obligation Study Commission within the Department of Community Affairs to help municipalities address affordable housing requirements.

Commission comprises 6 members: the Executive Director of the NJ Housing and Mortgage Finance Agency plus 5 public members appointed by legislative leaders and the Governor (from a League of Municipalities list).

Commission must study New Jersey's affordable housing history, analyze whether past state and advocacy group guidance to municipalities has been effective, and assess actual and projected population growth against housing unit needs.

Required to publish a report within 365 days of organizing that recommends strategies for municipalities to meet affordable housing obligations and advises state agencies on assisting municipalities.

Commission expires immediately upon publication of its report; members serve without compensation but receive expense reimbursement.
