Establishes the "Safe Sanitary Subsidized Rental Housing Bill of Rights" to impose stricter accountability requirements on landlords receiving federal Section 8 rental assistance or state rental assistance grants

Requires courts to notify the Department of Community Affairs within two business days when tenants assert habitability violations against subsidized housing landlords, triggering a mandatory Bureau of Housing Inspection inspection within 10 days

Allows the State or housing authority to withhold rental subsidies until significant violations (lack of heat, running water, sewage; pest infestations; structural deficiencies) are remedied, and permits use of withheld funds to make repairs

Requires subsidized housing landlords to register with expanded information including personal cell phone numbers, residential addresses, and email addresses, with annual certification by November 1 and penalties of $100-$2,500 for registration violations

Prohibits judgments of possession against tenants and bars landlords from receiving State rehabilitation funding or tax abatements unless registered for at least 90 days
