Requires the Department of Community Affairs (DCA) to calculate affordable housing obligations using a Statewide growth-share method based on residential and non-residential development growth over 10-year periods

Establishes New Jersey as one single housing region for determining low- and moderate-income housing needs, replacing the current multi-region approach

Growth-share calculations must include foreclosed and abandoned properties, exclude new housing starts during administrative rule gaps, and cannot exceed 5% of existing Statewide housing stock

Repeals sections 6 and 7 of P.L.2024, c.2 (C.52:27D-304.2 and 52:27D-304.3) concerning municipal present need and fair share housing obligation calculations

Directs the Commissioner of Community Affairs to adopt rules adjusting existing Fair Housing Act timelines to implement the new calculation method promptly
