Expands municipal adjustment factors for affordable housing calculations to include infrastructure capacity (water, sewer), school class sizes and resources, public safety facilities, public transportation availability, and traffic conditions

Allows municipalities to exclude land from vacant land designation when adequate public facilities are unavailable or would require significant public costs to provide

Replaces the current 20% household cap with a population-based cap limiting affordable housing obligations to amounts that would not increase municipal population by more than 5% in any 10-year period

Assumes 4 residents per affordable housing unit (2 for senior housing) when calculating population impact caps

Municipalities may apply whichever cap results in a lower prospective need obligation: the 1,000-unit cap or the population increase cap
