Redefines "housing region" under New Jersey's Fair Housing Act from six multi-county regions to the entire State as a single region for calculating affordable housing obligations

Municipal affordable housing obligations would be determined based on Statewide need calculations rather than regional need calculations under the current system

Eliminates the existing six regional divisions: Region 1 (Bergen, Hudson, Passaic, Sussex), Region 2 (Essex, Morris, Union, Warren), Region 3 (Hunterdon, Middlesex, Somerset), Region 4 (Mercer, Monmouth, Ocean), Region 5 (Burlington, Camden, Gloucester), and Region 6 (Atlantic, Cape May, Cumberland, Salem)

Directs the Commissioner of Community Affairs to adopt rules and regulations to implement the changes, including adjustments to existing Fair Housing Act deadlines

Takes effect immediately upon enactment and applies to the fourth round and all future rounds of housing obligations beginning July 1, 2025
