Establishes the "Parents' Bill of Rights Act" granting parents and guardians of public school students fundamental rights to direct and participate in their child's education.

Requires schools to notify parents of changes to a student's asserted gender identity, pronouns, preferred name, or requests to participate in activities organized by sex or gender.

Allows parents to opt out of health, family life, or sex education curriculum that conflicts with their moral or religious beliefs, and to opt out of other curriculum that substantially interferes with a student's religious development, without academic penalty.

Mandates schools notify parents of any issues pertaining to their child's physical, mental, or emotional health, including behavioral changes, depression signs, or self-harm ideation, and prohibits schools from encouraging students to conceal these issues.

Requires school boards to respond to written parental requests for curriculum materials, student records, survey copies, and budget information within 10 school days, and to establish complaint processes for violations.
