Authorizes the New Jersey Motor Vehicle Commission (MVC) to contract with a private vendor for marketing and selling personalized, courtesy, and special license plates, including plates available through public auction.

Contract terms must be at least five years, with options for up to two additional five-year renewal periods.

The private vendor may be required to reimburse MVC in advance for up to half of anticipated costs, and all contracts must ensure MVC recovers its implementation costs.

MVC may establish new fees and multi-year registration term lengths for plates sold through the vendor, with excess revenue beyond cost recovery deposited into the General Fund.

MVC retains ownership of all plate designs and color combinations and may cancel any plate or discontinue designs if determined to be in the best interest of the state or motoring public.
