Raises the Medicaid reimbursement threshold triggering mandatory audits for health care service firms providing Personal Care Assistance services from $250,000 to $500,000 annually.

Establishes a September 30th deadline for health care service firms to submit required audits in the calendar year they are due.

Revises financial reporting requirements so firms generating less than $10 million in gross income (previously $1-10 million) must submit reports containing information on insurance coverages, litigation, regulatory actions, independent contractors, and major transactions.

Authorizes the Division of Consumer Affairs to seek additional information or order corrective action if a firm's report raises doubts about financial viability.

Permits audits to be conducted by certified public accountants licensed in New Jersey or any other U.S. jurisdiction, expanding the pool of eligible auditors.
