Extends the deadline for hemp producers authorized by the Department of Agriculture to possess or transport intermediate hemp-derived cannabinoid products with THC concentrations exceeding 0.3 percent from November 13, 2026 to May 31, 2026.

Delays implementation of THC limits for intoxicating hemp beverages (5 milligrams per serving, 10 milligrams per container) from April 13, 2026 to May 31, 2026.

Requires intoxicating hemp beverages containing more than 10 milligrams of total THC per container with servings of 10 milligrams or more to feature resealable packaging.

Mandates that intoxicating hemp beverages sold after the effective date must be accompanied by a certificate of analysis from an independent, DEA-registered, ISO 17025 accredited laboratory certifying THC content.

Establishes civil penalties of at least $100 per container for selling intoxicating hemp beverages without required certificates or exceeding THC limits, in addition to existing criminal penalties under marijuana distribution laws.
