Establishes a state stockpile of personal protective equipment (PPE) to be procured by the Division of Purchase and Property and maintained by the State Office of Emergency Management (OEM)

During public health emergencies, PPE from the stockpile would be provided free to state and local governments, public schools, state hospitals, and state nursing homes, with remaining supplies available for purchase by other entities at market price

Requires OEM to create and maintain an online portal for entities to donate emergency supplies including PPE, test kit components, linens, food, and laundry supplies during public health emergencies

Directs OEM to streamline the state's emergency procurement process by designating a single point-of-contact, centralizing procurement, reducing administrative burdens, and developing a repository of pre-negotiated emergency contracts

Takes effect immediately upon enactment
