Creates a 7-member Affordable Housing Obligation Study Commission within the Department of Community Affairs, including the Executive Director of the NJ Housing and Mortgage Finance Agency plus 6 public members appointed by legislative leaders and the Governor

Requires the commission to study New Jersey's affordable housing history, analyze past guidance effectiveness from state agencies and advocacy groups, and examine actual and projected population increases to determine housing unit needs

Mandates publication of a report within 365 days of organization providing recommendations to municipalities on strategies to meet affordable housing obligations and guidance to state agencies on assisting municipalities

Allows the commission to hold public hearings, form subcommittees and task forces (including non-member experts), and partner with academic or research institutions

The commission expires immediately upon publication of its report, with the Department of Community Affairs providing staff support throughout
