Exempts elected officials (U.S. Senators, Representatives, and state/local officeholders) from New Jersey's general prohibitions on possessing handguns, rifles, and shotguns at all times while in the state during their term of office.

Extends the same firearm possession exemption to chiefs of staff appointed by elected officials, but only while performing official duties and during the elected official's term.

Requires both elected officials and their chiefs of staff to complete a firearms training course approved by the Police Training Commission before qualifying for the exemption.

Mandates annual qualification in the use of a firearm for elected officials and chiefs of staff who wish to carry under this exemption.

Amends N.J.S.2C:39-6 to add these categories to the existing list of exempted persons, which includes law enforcement officers, military personnel, prosecutors, and judges.
