Expands accomplice liability to hold gang recruiters criminally responsible for any offenses committed by individuals they caused, encouraged, intimidated, coerced, or solicited to join a criminal street gang

Imposes mandatory minimum sentences for gang recruitment crimes: 5 years for inflicting significant bodily injury during recruitment, 7 years for recruiting minors under 18, 10 years for recruiting children under 14, and 15 years for accomplice liability when a recruited minor commits a crime

Prohibits persons convicted of recruiting minors into gangs or recruiting on school property from residing within 500 feet of elementary or secondary schools or playgrounds, with exceptions for prior residents and parole board determinations

Makes it a fourth-degree crime for convicted gang recruiters of minors to work or volunteer in positions where 80% or more of duties involve contact with children, and criminalizes knowingly hiring such individuals for child-contact positions

Defines gang criminality to include crimes committed while recruiting others to join a gang, in addition to crimes committed for the benefit of, at the direction of, or in association with a criminal street gang
