Requires landlords receiving State rental assistance payments to maintain compliance with State, local, and federal housing quality standards, with the Department of Community Affairs (DCA) periodically checking a Statewide electronic database of inspection findings to verify compliance.

Directs DCA to terminate landlord participation in rental assistance programs if units fail their most recent inspection, unless termination would cause unnecessary hardship to tenants or the landlord is reasonably working to correct violations.

Reserves a portion of State rental assistance grants specifically for veterans who are not already served through the Veterans Transitional Housing Program.

Requires DCA to provide public housing authorities access to the Statewide inspection database to help determine inspection frequency for federal Housing Choice Voucher Program units.

Mandates that New Jersey courts have access to the Statewide inspection database for use in eviction actions and tenant proceedings where landlord compliance history may be relevant to case resolution.
