Creates the "Succeed in New Jersey" student loan reimbursement program within the Higher Education Student Assistance Authority for recent college graduates working in designated workforce shortage or public benefit fields

Provides annual loan reimbursement awards on a sliding scale based on income: up to $6,000 for those at or below 300% of federal poverty level, up to $4,000 for 300-400%, and up to $2,000 for 400-500%

Limits eligibility to NJ residents who earned an undergraduate degree in December 2014 or later, apply within four years of graduation, and work primarily in New Jersey in one of up to five designated employment fields

Caps total state expenditures at $10 million per year, with participants eligible to receive reimbursement for a maximum of three years

Requires the Department of Labor and Workforce Development to designate eligible employment fields every three years based on unmet workforce needs or low-wage public benefit occupations
