Establishes a minimum Medicaid and NJ FamilyCare reimbursement rate of $950.00 per day for pediatric special care nursing facilities serving medically fragile children and youth up to 21 years of age.

Pediatric special care nursing facilities must comply with applicable State and federal laws and regulations concerning licensure, patient safety, and quality of care to receive the minimum reimbursement rate.

Requires the Commissioner of Human Services to apply for necessary State plan amendments or waivers to ensure federal financial participation under Medicaid and the Children's Health Insurance Program.

Appropriates funds from the General Fund to the Department of Human Services to implement the reimbursement rate increase.

New Jersey currently has four pediatric special care nursing facilities participating in these programs: Children's Specialized Hospital (Mountainside and Toms River), Phoenix Center for Rehabilitation and Pediatrics (Haskell), and Voorhees Pediatric Facility.
