Secretary of Higher Education may appoint an antisemitism monitor to any New Jersey higher education institution at the secretary's discretion

Monitor responsibilities include reviewing institutional policies on combating antisemitism, assessing efforts to create safe environments for Jewish students and staff, and establishing a reporting procedure for antisemitism incidents (including anonymous reports)

Monitor must issue quarterly progress reports to the secretary and institution's governing board, including recommendations for the institution and proposed legislation for the Legislature

Institutions are required to implement the monitor's recommendations and must pay the monitor's salary (set by the secretary) while providing necessary support and access

Non-compliance may result in reduction or total withdrawal of state funding for operational and capital costs, or loss of student eligibility for state financial assistance programs
