Extends an existing three-year pilot program for an additional three years, allowing barbers from other states or foreign countries to receive provisional permits to practice in New Jersey while awaiting full licensure.

Expands eligibility to include barbers who practiced in jurisdictions that do not issue barbering licenses, not just those who held licenses elsewhere.

Provisional permits are valid for 120 days and can be extended if the license application remains pending and the applicant continues to meet program criteria.

Permit holders must work under direct supervision of a New Jersey-licensed barber and demonstrate good faith efforts to obtain state licensure.

Designates Elizabeth, Passaic, Paterson, and Perth Amboy as "pilot cities" where the program applies, expanding from the original single-city pilot.
