Establishes a five-year pilot program in Paterson, New Jersey allowing job applicants for municipal court, law enforcement, and corrections positions to withhold certain expunged records from disclosure

Exempts from mandatory disclosure: arrests or charges that did not result in conviction, and convictions for disorderly persons offenses, petty disorderly persons offenses, or municipal ordinance violations

Continues requiring disclosure of expunged records related to indictable offenses (crimes of the fourth degree or higher) for these employment positions

Excludes court directors, court administrators, and deputy court administrators from the pilot program—these positions must still disclose all expunged records

Requires Paterson to submit a report to the Governor and Legislature at the pilot's conclusion with recommendations on whether to continue, modify, expand, or terminate the program
