Establishes the "Sustainable Tiny Home Pilot Program" within the New Jersey Housing and Mortgage Finance Agency as a three-year initiative to encourage construction of environmentally sustainable homes with no more than 300 square feet of interior space.

Appropriates $5 million from the General Fund, with $1.65 million to be distributed annually as grants to builders constructing tiny home developments that meet green building standards equivalent to LEED certification.

Requires the executive director to select one to two pilot municipalities in each of the northern, central, and southern regions of New Jersey to participate in the program.

Tiny home projects meeting program standards are declared permitted uses in all residential districts of pilot municipalities, eliminating the need for bulk variances.

Requires annual progress reports to the Governor and Legislature on grant allocation, construction waste generated, utility costs, and a final recommendation on whether to continue, expand, or modify the program.
