Executive Branch departments, agencies, and instrumentalities must create an inventory of all regulations, policies, guidelines, waivers, plans, programs, and directives developed in response to the COVID-19 pandemic and related emergency declarations.

Each agency must assess the effectiveness of COVID-19 response measures and evaluate their applicability to potential future emergency scenarios.

Agencies are required to promulgate rules and regulations or take other necessary actions to implement effective measures for rapid response to future emergencies.

Annual reports must be submitted to the Governor and Legislature beginning one year after the act takes effect, detailing the measures, their effectiveness assessments, implementation plans for future emergencies, and recommendations for legislation or executive actions.

All reports must be made publicly available on the respective department, office, or agency websites.
