Requires cookware containing intentionally added PFAS to display bilingual labels (English and Spanish) stating "This product contains PFAS" along with a website and QR code explaining why PFAS is used, starting one year after enactment

Prohibits discharging Class B firefighting foam containing PFAS for training purposes two years after enactment; testing discharge is only permitted if required by law and proper containment measures are in place

Mandates outdoor apparel designed for severe wet conditions to carry "Made with PFAS" labels starting two years after enactment, with a complete sales ban on such products beginning five years after enactment

Establishes civil administrative penalties of $1,000 to $20,000 per violation and civil penalties up to $25,000 per day for violations of the bill's provisions
