Requires the New Jersey Board of Public Utilities (BPU) to report societal benefits charge revenues and expenditures to the Governor and Legislature twice annually, in January and October.

Reports must present data in columnar form for each of the five most recently completed fiscal years and the current fiscal year.

Required reporting includes total societal benefits charge revenue collected, amounts allocated for demand side management programs (energy efficiency, distributed energy resources, renewable energy), and Universal Service Fund allocations including Lifeline Credit and Tenants' Lifeline Assistance Programs.

Reports must detail revenues allocated to the Plug-in Electric Vehicle Incentive Fund and itemize expenditures by each electric and gas public utility for programs not covered under other specified categories.

Takes effect immediately and first applies to the fiscal year beginning July 1, 2026.
