Establishes a home purchase grant program through the New Jersey Housing and Mortgage Finance Agency (HMFA) in coordination with the Department of Military and Veterans Affairs to assist veterans in buying homes.

Provides dollar-for-dollar matching grants up to a maximum of $10,000 per veteran, with funds applicable to closing costs, equity payments, or other home purchase expenses.

Eligibility requires proof of at least 90 days of federal active duty service, legal New Jersey residency, and intent to purchase a principal residence in the state; no income eligibility requirements may be imposed.

Defines "veteran" broadly to include members of the U.S. Armed Forces, reserve components, and New Jersey National Guard.

Appropriates $2,000,000 from the General Fund to HMFA to fund the program.
