Commission membership includes presidents (or designees) from a public research university, state college, and county college, plus three institutional administrators and three academic department chairpersons, serving staggered terms up to four years.

Requires examination of administrator and faculty numbers, salaries, benefits, roles, and responsibilities at each institution, with specific focus on identifying duplicative positions and faculty-to-student ratios by department.

Mandates monthly meetings and annual reports to the Assembly and Senate Higher Education Committees with findings and recommendations for reducing or eliminating administrative costs.

Members serve without compensation but receive reimbursement for expenses, with the Office of the Secretary of Higher Education providing staff support.
