Parents, legal guardians, and authorized representatives must be granted 24/7 online internet access to updated medical and personal records of residents in community-based residential programs and long-term care facilities.

Required accessible records include all medications, procedures, tests, and treatments administered to the resident, as well as important incidents such as falls, loss of function, significant ailments or injuries, and conflicts with other residents or staff.

Covered facilities include nursing homes, assisted living residences, comprehensive personal care homes, residential health care facilities, rehabilitation facilities, dementia care homes, group homes, and supervised apartments for individuals with developmental disabilities.

The Commissioners of Health and Human Services are authorized to adopt rules and regulations to implement the bill's provisions.

The act takes effect 90 days following enactment.
