Raises the income eligibility threshold for the Community College Opportunity Grant Program from $65,000 to $100,000 annual adjusted gross income, with authority to establish additional tiers above this limit.

Codifies the Garden State Guarantee Program to provide last-dollar financial aid grants covering tuition and fees for students in their third and fourth year at New Jersey four-year public institutions.

Requires Garden State Guarantee recipients to be enrolled in at least 12 credits, have adjusted gross income between $0 and $100,000, maintain good academic standing, and apply for all other available federal, State, and institutional aid.

Limits Garden State Guarantee grants to up to four semesters (fall and spring only) covering net costs for up to 18 credits per semester, with maximum grant amounts capped at 3% annual increases per institution.

Applies to both New Jersey residents and undocumented students eligible for State financial aid under existing law.
