Requires the Department of Community Affairs (DCA) to establish a program collecting information from New Jersey residents seeking affordable housing, including their current municipality of residence, municipality of employment, and preferred municipality for affordable housing.

DCA must post program information and forms on its website and retrieve relevant data from state and local government agencies, municipalities, and housing authorities that receive affordable housing applications.

The Commissioner of Community Affairs must prepare an annual report by January 31 compiling all data collected in the prior year, organized by municipality where affordable housing is desired.

The annual report must be provided to the Council on Affordable Housing (COAH) or its successor to help determine actual demand for affordable housing in each municipality statewide.

The bill would take effect on the first day of the third month following enactment.
