Amends New Jersey's Franchise Practices Act to allow motor vehicle franchisors to lease or assign vehicles to their employees, affiliate employees, or subsidiary employees, with such vehicles eligible for standard license plates when titled and registered with the Motor Vehicle Commission

Permits franchisors headquartered in New Jersey to assign up to 50 vehicles at any given time to individuals or entities for promotional, testing, marketing, or product familiarity purposes

Authorizes New Jersey-headquartered franchisors to perform warranty, routine, and recall maintenance on vehicles leased or assigned under this act, including ordering necessary parts and components

Exempts franchisors from requirements to maintain an exterior sign and a 1,000 square foot building typically required for motor vehicle servicing facilities

Takes effect immediately and applies retroactively to January 1, 2025
